If the crashing sound of lightning striking Saturn wasn't enough to excite your inner-meteorologist, then perhaps footage of a raging extraterrestrial hurricane will win you over. After orbiting the ringed planet for nine years, NASA's Cassini probe has managed to snag video of a super storm on the celestial body's north pole. Cloaked by the darkness of winter, the hurricane's eye became visible as Saturn's northern hemisphere transitioned into spring. Unlike the tropical cyclones of Earth (see: Hurricane Katrina, Sandy and Irene), this furious typhoon has been spinning for several years and has winds that flow at speeds exceeding 300MPH. Further differentiating itself from our world's whirlwinds, this alien cyclone is locked to its planet's north pole and is fueled by small amounts of water vapor instead of an actual ocean. Completely in a category of its own, the hurricane's eye measures about 1,250 miles wide and is surrounded by fluffy white clouds the size of Texas. CIA gave bags of cash to Afghan leader

(Reuters) - Tens of millions of U.S. dollars in cash were delivered by the CIA in suitcases, backpacks and plastic shopping bags to the office of Afghanistan President Hamid Karzai for more than a decade, according to the New York Times, citing current and former advisers to the Afghan leader.

The so-called "ghost money" was meant to buy influence for the Central Intelligence Agency (CIA) but instead fuelled corruption and empowered warlords, undermining Washington's exit strategy from Afghanistan, the newspaper quoted U.S. officials as saying.

"The biggest source of corruption in Afghanistan", one American official said, "was the United States."

The CIA declined to comment on the report and the U.S. State Department did not immediately comment. The New York Times did not publish any comment from Karzai or his office.

"We called it ?ghost money'," Khalil Roman, who served as Karzai's chief of staff from 2002 until 2005, told the New York Times. "It came in secret and it left in secret."

For more than a decade the cash was dropped off every month or so at the Afghan president's office, the newspaper said.

Handing out cash has been standard procedure for the CIA in Afghanistan since the start of the war.

The cash payments to the president's office do not appear to be subject to oversight and restrictions placed on official American aid to the country or the CIA's formal assistance programs, like financing Afghan intelligence agencies, and do not appear to violate U.S. laws, said the New York Times.

There was no evidence that Karzai personally received any of the money, Afghan officials told the newspaper. The cash was handled by his National Security Council, it added.

U.S. and Afghan officials familiar with the payments were quoted as saying that the main goal in providing the cash was to maintain access to Karzai and his inner circle and to guarantee the CIA's influence at the presidential palace, which wields tremendous power in Afghanistan's highly centralized government.

Much of the money went to warlords and politicians, many with ties to the drug trade and in some cases the Taliban, the New York Times said. U.S. and Afghan officials were quoted as saying the CIA supported the same patronage networks that U.S. diplomats and law enforcement agents struggled to dismantle, leaving the government in the grip of organized crime.

In 2010, Karzai said his office received cash in bags from Iran, but that it was a transparent form of aid that helped cover expenses at the presidential palace. He said at the time that the United States made similar payments.

The latest New York Times report said much of the Iranian cash, like the CIA money, went to pay warlords and politicians.

For most of Karzai's 11-year reign, there has been little interest in anti-corruption in the army or police. The country's two most powerful institutions receive billions of dollars from donors annually but struggle just to recruit and maintain a force bled by high rates of desertion.

(AP) ? The Federal Aviation Administration said that the U.S. air traffic system will resume normal operations by Sunday evening after lawmakers rushed a bill through Congress allowing the agency to withdraw furloughs of air traffic controllers and other workers.

The FAA said it has suspended all employee furloughs and that traffic facilities will begin returning to regular staffing levels over the next 24 hours. The furloughs were fallout from the $85 billion in automatic-across-the-board spending cuts this spring.

They started to hit air traffic controllers this past week, causing flight delays that left thousands of travelers frustrated and furious. Planes were forced to take off and land less frequently, so as not to overload the remaining controllers on duty.

The FAA had no choice but to cut $637 million as its share of $85 billion in automatic, government-wide spending cuts that must be achieved by the end of the federal budget year on Sept. 30.

Flight delays piled up across the country Sunday and Monday as the FAA kept planes on the ground because there weren't enough controllers to monitor busy air corridors. Cascading delays held up flights at some of nation's busiest airports, including New York, Baltimore and Washington. Delta Air Lines canceled about 90 flights Monday because of worries about delays. Just about every passenger was rebooked on another Delta flight within a couple of hours. Air travel was smoother Tuesday.

The cuts were required under a law enacted two years ago as the government was approaching its debt limit. Democrats were in favor of raising the debt limit without strings attached so as not to provoke an economic crisis, but Republicans insisted on substantial cuts in exchange. The compromise was to require that every government "program, project and activity" ? with some exceptions, like Medicare ? be cut equally.

The FAA had reduced the work schedules of nearly all of its 47,000 employees by one day every two weeks, including 15,000 air traffic controllers, as well as thousands of air traffic supervisors, managers and technicians who keep airport towers and radar facility equipment working. That amounted to a 10 percent cut in hours and pay.

Republicans accused the Obama administration of forcing the furloughs to raise public pressure on Congress to roll back the budget cuts. Critics of the FAA insist the agency could have reduce its budget in other ways that would not have inconvenience travelers including diverting money from other accounts, such as those devoted to research, commercial space transportation and modernization of the air-traffic control computers.

President Barack Obama chided lawmakers Saturday over their fix for widespread flight delays, deeming it an irresponsible way to govern, dubbing it a "Band-Aid" and a quick fix, rather than a lasting solution to the spending cuts known as the sequester.

"Republicans claimed victory when the sequester first took effect, and now they've decided it was a bad idea all along," Obama said, singling out the GOP even though the bill passed with overwhelming Democratic support in both chambers.

He scolded lawmakers for helping the Federal Aviation Administration while doing nothing to replace other cuts that he said harm federal employees, unemployed workers and preschoolers in Head Start.

Packers sign Rodgers to $110M contract extension

GREEN BAY, Wis. (AP) ? This ought to give Aaron Rodgers better memories of the NFL draft.

The Green Bay Packers signed their franchise quarterback Friday to a five-year contract extension through the 2019 season, eight years after they stopped his slide down the draft board and took him with the 24th pick in the first round.

The deal, according to a person with knowledge of the contract who spoke to The Associated Press on condition of anonymity because the team has not released the details, is worth as much as $110 million, with $40 million guaranteed. The $22 million annual average of the extension is the highest salary in NFL history, slightly trumping the $120.6 million that the Baltimore Ravens gave quarterback Joe Flacco last month over six years.

"I'm excited to know my future is here and I'll be here for a lot longer," Rodgers said inside the locker room at Lambeau Field.

Locking up Rodgers was a priority for the Packers, who also reached a long-term extension with linebacker Clay Matthews this month worth as much as $66 million over five years. The Packers are 53-27 in five years with Rodgers as the starter, and he led them to the Super Bowl title following the 2010 season.

"An exciting day for our football program," Packers coach Mike McCarthy said. "Aaron is an excellent illustration of a Green Bay Packer. It is truly a blessing to witness his continued accomplishments, both on and off the field."

Rodgers has thrown for 21,661 yards and 171 touchdowns, and he has had a quarterback rating of 101.2 or better in all but one season as a starter. His quarterback rating of 122.5 in 2011 is an NFL record.

The finalization of the extension, which was worked on for the last few months, came on the same late-April weekend on which Rodgers was snubbed by almost every other team in the NFL draft. A standout at Cal, Rodgers was expected to be taken early in the first round in 2005. But he soon found himself alone in the green room.

Rodgers acknowledged that prove-the-doubters-wrong attitude he's used to his benefit throughout his career since that day he was ignored by so many in the draft.

"I have a good memory, and I'm driven to be the best," Rodgers said. "Obviously, there's a couple less critics out there now, but I still put a lot of pressure on myself to achieve the goals I set for myself here and enjoy trying to meet the challenge that those goals bring and also opposing teams bring."

Draft day wasn't the only rough spot for Rodgers in his career.

He arrived in Green Bay as the backup to Brett Favre, who wasn't thrilled the team had found his heir apparent. Favre kept fans and the franchise on their toes every offseason from then on, flirting with the idea of retiring but always coming back. When the tension finally snapped in 2008 ? Favre retired, changed his mind and asked for his job back ? Rodgers found himself in the middle of the most-bitter divorce in Wisconsin history.

Favre was traded to the New York Jets during training camp, but many fans remained loyal to him. They took their anger at the organization out on Rodgers, even booing him at the team's "Family Night" scrimmage. Rodgers kept his composure, never firing back at fans or even publicly criticizing Favre.

Rodgers played well in his first year as a starter. Despite a 6-10 record, he showed flashes of why general manager Ted Thompson had such faith in him, and fans began to come around. Any lingering animosity disappeared after he led the Packers to the playoffs following the 2009 season, and he's now one of the most beloved figures in Wisconsin sports history. The Wisconsin Legislature designated Dec. 12, 2012, as "Aaron Rodgers Day," and students and workers throughout the state were encouraged to celebrate by wearing his jersey.

When he was shown on the scoreboard at the Milwaukee Bucks' playoff game against the Miami Heat on Thursday, he got one of the biggest cheers of the night.

Rodgers holds four of Green Bay's top five single-season marks for passer rating (2009-12) and two of the top three for passing TDs (2011-12). He also has three of the top four records for completion percentage (2010-12) and two of the top three for passing yards (2009, 2011).

Rodgers will be 36 when the deal ends. He said he thinks he has at least eight years left in his legs and his body, when asked if wondered if this would be his last contract.

"A lot of times you don't see a deal all the way through if you're playing well. It's just the nature of some of these contracts. That's a long way off. In order to even get to that conversation, it's going to take many years in a row at a consistently high level of play for me, which I expect to do," Rodgers said. "And I'm going to get myself in the best shape mentally and physically to do that, and hopefully we can have that conversation in seven years where I can still play and maybe we can keep this thing going."

Astronomers discover the Ed Begley Jr. of galaxies

An international team of researchers have spotted the most fuel-efficient galaxy yet, which converts nearly 100 percent of its hydrogen gas into stars.

Except by "use" we mean "form stars out of" and by "buffalo" we mean "interstellar hydrogen gas."?

Hydrogen gas is the fuel that galaxies use to make new stars, and most galaxies are the equivalent of a Hummer with a broken oxygen sensor, four flat tires, and a buffalo carcass strapped to the roof. Most of the gas meant to transport you gets wasted. But a new study has spotted a galaxy that is converting gas into stars at a rate hundreds of times that of our galaxy with almost 100 percent efficiency.

An international team of scientists looked at data from?NASA's Wide-field Infrared Survey Explorer (WISE) and spotted a galaxy that was just blazing with infrared radiation, equivalent, they say, to a trillion suns. Observations from the Hubble telescope confirmed that the galaxy, which is affectionately known as?SDSSJ1506+54, is extremely compact, with most of the infrared light pouring from an area that is a fraction of the size of our own Milky Way.?

The researchers then used data from the IRAM Plateau de Bure interferometer in the French Alps to detect the presence of carbon monoxide, which indicates the presence of hydrogen. By combining the gas measurements with the rate of star formation, the scientists found that the galaxy was forming stars out of the gas at a rate that is close to the theoretical maximum. Their paper, which has been accepted for publication in the Journal of Astrophysical Letters, calls it "star formation at its most extreme."

A NASA press release explains just how this galaxy is achieving such efficiency:

In regions of galaxies where new stars are forming, parts of gas clouds are collapsing due to gravity. When the gas is dense enough to squeeze atoms together and ignite nuclear fusion, a star is born. But this process can be halted by other newborn stars, as their winds and radiation blow the gas outward. The point at which this occurs sets the theoretical maximum for star formation. The galaxy SDSSJ1506+54 was found to be making stars right at this point, just before the gas clouds would otherwise be blown apart.

"We see some gas outflowing from this galaxy at millions of miles per hour, and this gas may have been blown away by the powerful radiation from the newly formed stars," said Ryan Hickox, an astrophysicist at Dartmouth College, Hanover, N.H., and a co-author on the study.

Why is this galaxy so efficient at converting hydrogen into stars while all the others are such slouches? It actually comes down to timing. We just happen to be witnessing the time period, six billion years ago, when this galaxy produces lots of stars. The researchers speculate that this period could have been triggered by the merging of two galaxies into one.?

In any case, it's a bright spot in our sky. As Discovery News's Ian O'Neill points out those living on a planet on the outskirts of this prolific star factory will have a "night" sky that is actually brighter than daylight.

Israel shoots down drone, Hezbollah suspected

JERUSALEM (AP) ? Israel shot down a drone Thursday as it approached its northern coast from neighboring Lebanon, raising suspicions that the Hezbollah militant group was behind the infiltration attempt.

Hezbollah denied involvement, but the incident was likely to heighten Israeli concerns that the Shiite militant group is trying to take advantage of the unrest in neighboring Syria to strengthen its capabilities.

Prime Minister Benjamin Netanyahu, who was in a helicopter in northern Israel at the time of the incident, said he viewed it with "utmost gravity."

Israeli military spokesman Lt. Col. Peter Lerner said the unmanned aircraft was detected as it was flying over Lebanon and tracked as it approached Israeli airspace.

He said the military waited for the aircraft to enter Israeli airspace, confirmed it was "enemy," and then an F-16 warplane shot it down, smashing its wreckage into the sea about five miles (eight kilometers) off the northern port of Haifa. Lerner said Israeli naval forces were searching for the remains of the aircraft.

He said it still was not clear who sent the drone, noting it flew over Lebanese airspace, but that it could have originated from somewhere else.

Other military officials, speaking on condition of anonymity because they were not permitted to talk to the media, said they believed it was an Iranian-manufactured aircraft sent by Hezbollah. The Lebanese group sent a drone into Israeli airspace last October that Israel also shot down.

Officials said Netanyahu was informed of the unfolding incident as he was flying north for a cultural event with members of the country's Druse minority. They said his helicopter briefly landed while the drone was intercepted then continued on its way.

"On my way here in the helicopter, I was told that there is an infiltration attempt of a drone inside the skies of Israel," Netanyahu said in the northern Arab-Israeli town of Daliyat al-Karmel. "We will continue to do everything necessary to safeguard the security of Israel's citizens."

Despite the denial, the incident was likely to raise already heightened tensions between Israel and Hezbollah, a bitter enemy that battled Israel to a stalemate during a monthlong war in 2006.

A senior Lebanese security official, who spoke on condition of anonymity in line with regulations, said Lebanon had no information on Thursday's incident.

When Israeli military shot down a Hezbollah drone on Oct. 6, it took days for Hezbollah leader Sheik Hassan Nasrallah to confirm it. He warned in a speech that it wouldn't be the last operation by the group. He said the sophisticated aircraft was made in Iran and assembled by Hezbollah.

Netanyahu repeatedly has warned that Hezbollah might try to take advantage of the instability in neighboring Syria, a key Hezbollah ally, to obtain what he calls game-changing weapons.

Israel has all but confirmed that it carried out an airstrike in Syria earlier this year that destroyed a shipment of sophisticated anti-aircraft missiles bound for Hezbollah.

Israel's military has also stepped up its air surveillance over Lebanon. On Thursday morning, Israeli warplanes flew over the Christian town of Jezzine and the highlands of the Iqlim al-Tuffah province, a Hezbollah stronghold in southern Lebanon, the country's state-run National News Agency reported.

The Lebanese army also reported Israeli jets violated Lebanese airspace on Tuesday and Wednesday.

Some analysts said Hezbollah might be trying to divert attention from its involvement in the increasingly sectarian Syrian civil war. The Shiite militants have openly sided with the regime of Bashar Assad in its battle against mostly Sunni rebels.

Jonathan Spyer, senior research fellow at the Herzliya Interdisciplinary Center near Tel Aviv, said Hezbollah was facing discontent among its Shiite base in Lebanon, and more broadly among other Arabs for its participation in the Syrian conflict.

He said the group was likely trying to show that its real enemy was the Jewish state, in an effort to shore up support.

Spyer said sending a drone appeared to be a "fairly calibrated provocation," intended to be low key enough not to provoke an Israeli military response in Lebanon.

"I wouldn't be surprised if we see more of these kinds of incidents in the weeks and months ahead," he said.

New matter-antimatter difference observed in LHCb experiment at CERN

Apr. 24, 2013 ? The LHCb collaboration at CERN today submitted a paper to Physical Review Letters on the first observation of matter-antimatter asymmetry in the decays of the particle known as the B0s. It is only the fourth subatomic particle known to exhibit such behaviour.

Matter and antimatter are thought to have existed in equal amounts at the beginning of the universe, but today the universe appears to be composed essentially of matter. By studying subtle differences in the behaviour of particle and antiparticles, experiments at the LHC are seeking to cast light on this dominance of matter over antimatter.

Now the LHCb experiment has observed a preference for matter over antimatter known as CP-violation in the decay of neutral B0s particles. The results are based on the analysis of data collected by the experiment in 2011. "The discovery of the asymmetric behaviour in the B0S particle comes with a significance of more than 5 sigma -- a result that was only possible thanks to the large amount of data provided by the LHC and to the LHCb detector's particle identification capabilities," says Pierluigi Campana, spokesperson of the LHCb collaboration. "Experiments elsewhere have not been in a position to accumulate a large enough number of B0s decays."

Violation of the CP symmetry was first observed at Brookhaven Laboratory in the US in the 1960s in neutral particles called kaons. About 40 years later, experiments in Japan and the US found similar behaviour in another particle, the B0 meson. More recently, experiments at the so-called B factories and the LHCb experiment at CERN have found that the B+ meson also demonstrates CP violation.

All of these CP violation phenomena can be accounted for in the Standard Model, although some interesting discrepancies demand more detailed studies. "We also know that the total effects induced by Standard Model CP violation are too small to account for the matter-dominated Universe," says Campana. "However, by studying these CP violation effects we are looking for the missing pieces of the puzzle, which provide stringent tests of the theory and are a sensitive probe for revealing the presence of physics beyond the Standard Model."

(AP) ? U.S. Sen. Max Baucus' surprise announcement that he won't run for a seventh term could mean a free-for-all for a Senate seat that has not been open since 1978, with a popular Democratic ex-governor and a freshman Republican congressman already showing interest.

Republicans said the open Montana seat helps their chances to gain six seats in 2014 to win a Senate majority. But many Democrats relish a potential early return to politics for former Montana Gov. Brian Schweitzer, who left office in January because of term limits.

Baucus told The Associated Press he made the decision not to run Monday night, even after he raised $5 million for a re-election fight that now won't occur.

He and his wife talked daily about the decision over several months, he said. They're building a new home in Bozeman and Baucus said he is looking forward to spending more time outside of politics.

"You have to do what you think is right for yourself and your family," Baucus said. "Life goes on. There is a time and place for everything."

Supporters lauded Baucus for a political career that spanned five decades, for playing a key role in some of the nation's biggest political debates and being the standard-bearer for the Montana Democratic Party through some very lean times.

But others ? including some liberal detractors ? sensed opportunity, which will likely lead to a boisterous battle to fill the power vacuum.

It didn't take long for Schweitzer's name to surface as a favorite for Democrats, while many Republicans advanced U.S. Rep. Steve Daines as their favorite.

Other possible GOP candidates include Denny Rehberg, the former congressman coming off a bruising and unsuccessful bid to unseat U.S. Sen. Jon Tester, and former Montana Gov. Marc Racicot, who served from 1993 to 2001 and later chaired the Republican National Committee.

Schweitzer, who previously said he's "not senile enough to be in the Senate," on Tuesday sounded as though he were open to the idea of replacing Baucus.

"Some people see a pickup on the side of the road with a flat tire and say that's a problem. I'm the guy that stops and says, 'I'll fix it.' I like challenges. I like positive outcomes," Schweitzer told the AP.

If Schweitzer runs, he would likely be a shoo-in for the Democratic nomination and could even scare away Republican candidates, said Dave Parker, a political analyst at Montana State University.

"Schweitzer's in the catbird seat. It all begins and ends with him. He's the most popular politician in the state right now and if he runs he clears the field on both the Democratic side and the Republican side," said Parker.

Others said regardless of Schweitzer's decision, Republicans are bound to mount a determined campaign ? and spend heavily ? for the open seat.

"It's going to be another real race again. It's an open seat, so no matter what the race starts today," said Craig Wilson, a political analyst at the Montana State University, Billings.

University of Montana political analyst James Lopach predicted a Daines matchup against Schweitzer. He said Daines will find it hard to resist a Senate run ? no matter the opponent.

"He's got to run statewide anyway. Why not run for a six-year position instead of a two-year position? The Senate is more prestigious and more powerful," Lopach said.

Daines' spokeswoman Alee Lockman said the new congressman is giving a run "serious and thoughtful consideration." His office released a statement saying the congressman appreciates Baucus' lifetime of service and that "it is critically important that this seat be filled by someone prepared to change the direction and culture of our nation."

Former U.S. Rep. Rick Hill, who lost to Steve Bullock in November's gubernatorial election, said he will be trying to convince Daines to run.

"He is a new leader with new ideas," Hill said.

Rehberg, who is now a co-chairman of the Washington-based public-strategy firm Mercury/Clark & Weinstock, did not return a call for comment Tuesday.

Two lesser-known Republicans already have announced their intentions to run ? state Sen. Champ Edmunds of Missoula and former state Sen. and gubernatorial candidate Corey Stapleton.

On the Democratic side, EMILY's List President Stephanie Schriock and state Superintendent of Public Instruction Denise Juneau are possible contenders if Schweitzer decides not to run.

Baucus will be joined in retirement by fellow Democratic senators Jay Rockefeller of West Virginia, Frank Lautenberg of New Jersey, Tim Johnson of South Dakota, Tom Harkin of Iowa and Carl Levin of Michigan in announcing his retirement plans.

Republicans Saxby Chambliss of Georgia and Mike Johanns of Nebraska also have decided not to seek re-election next year.

Baucus in recent years has bemoaned the increased polarization in Washington but he said that was not a factor in his decision. Nor was his "no" vote on a gun-control compromise measure that would have expanded background checks, a vote that angered liberals, he said.

"It is just time to move on," Baucus said.

Baucus said he will focus his remaining time in office on tax reform, the farm bill, the North Fork Watershed Protection Act and his plan to expand land protections along the Rocky Mountain Front. Baucus said the health care overhaul that was a signature bill for him ? one that cost him politically back home ? remains important.

"I want to make sure health care is implemented, and implemented very well," he said.

That health care debate dinged his approval ratings, but Baucus believes the measure will eventually be popular. Baucus recalled a conversation he once had with former U.S. Sen. Mike Mansfield ? a legendary Montana political figure. Baucus said when he was new to politics he was trying to tell Mansfield that the voters would reward them for "doing the right thing."

"He looked at me and just said, 'Yep, but sometime it takes a long time,'" Baucus said. "The bottom line is, it is important for me that Montanans know how grateful I am, and how humbled I am to have served Montana."

    A 15-year-old boy was shot to death just blocks from President Obama?s Hyde Park home.

    Cornelius German was killed Monday night in a friend?s backyard in the 5000 block of South Evans Avenue after a dice game broke up.

    Police say German was shot once in the stomach and died at the scene, which is less than four blocks from the Obamas? home in the 5000 block of South Greenwood in the adjacent Kenwood neighborhood.

    He was waiting for his parents to pick him up at the house because, his parents say, he was afraid to wait at the bus stop because of all the shootings in the neighborhood.

    Precision agriculture improves farming efficiency, has important implications on food security

    Apr. 23, 2013 ? Precision agriculture promises to make farming more efficient and should have an important impact on the serious issue of food security, according to a new study published in Significance, the magazine of the Royal Statistical Society and the American Statistical Association. In an article about the study in the magazine's May issue, University of Reading Professor Margaret A. Oliver, BSc, PhD, assesses how there is potential to manage land more effectively to improve the farming economy and crop quality, and to ensure food security.

    Spatial variation is at the core of precision agriculture and geostatistics.. All aspects of the environment - soil, rocks, weather, vegetation, water, etc. - vary from place to place over the Earth. The soil, landform, drainage, and so on all affect crop growth, and these factors generally vary within agricultural fields. Farmers have always been aware of this situation, but have not been able to measure and map it in a quantitative way.

    Measurement is now possible with the tools provided by geostatistics, which describes how properties vary within fields. This information is then used to predict values at places where there is no information for eventual mapping.

    Geostatistics can also be used to design sampling of the soil and crops to determine what the soil needs to improve crop growth, in terms of crop nutrients, lime and irrigation, for example. This sample information is used for geostatistical prediction and mapping. Such maps can then be used by farmers for decision-making. Examples include where to apply lime in a field, where more water or drainage is needed, and what amounts of nutrients are required in different parts of a field. Precision agriculture will reduce the amount of fertilizers and pesticides used by applying inputs only where they are needed and in appropriate quantities.

    "Precision agriculture will aid efforts to improve food security and also crop quality," Professor Oliver notes in the article. "It will also have a major effect on reducing adverse effects on the environment from agriculture."

    Tax-free online shopping may be coming to an end

    WASHINGTON (AP) ? States could force Internet retailers to collect sales taxes under a bill that overwhelmingly passed a test vote in the Senate Monday.

    Under current law, states can only require stores to collect sales taxes if the store has a physical presence in the state. As a result, many online sales are essentially tax-free, giving Internet retailers a big advantage over brick-and-mortar stores.

    The bill would allow states to require online retailers to collect state and local sales taxes for purchases made over the Internet. The sales taxes would be sent to the states where shoppers live.

    The Senate voted 74 to 20 to begin debating the bill. If that level of support continues, the Senate could pass the bill as early as this week.

    Supporters say the bill is about fairness for businesses and lost revenue for states. Opponents say it would impose complicated regulations on retailers and doesn't have enough protections for small businesses. Businesses with less than $1 million a year in online sales would be exempt.

    "I believe it is important to level the playing field for all retailers," said Sen. Mike Enzi, R-Wyo., the bill's main sponsor. "We should not be subsidizing some taxpayers at the expense of others."

    In many states, shoppers are required to pay unpaid sales tax when they file their state income tax returns. However, states complain that few people comply.

    "I do know about three people that comply with that," Enzi said.

    President Barack Obama supports the bill, but its fate is uncertain in the House, where some Republicans regard it as a tax increase. Heritage Action for America, the activist arm of the conservative Heritage Foundation, opposes the bill and will count the vote in its legislative scorecard.

    Many of the nation's governors ? Republicans and Democrats ? have been lobbying the federal government for years for the authority to collect sales taxes from online sales, said Dan Crippen, executive director of the National Governors Association. Those efforts intensified when state tax revenues took hit from the recession and the slow economic recovery.

    "It's a matter of equity for businesses," Crippen said. "It's a matter of revenue for states."

    The bill pits brick-and-mortar stores like Wal-Mart against online services such as eBay. The National Retail federation supports it. And Amazon.com, which initially fought efforts in some states to make it collect sales taxes, supports it, too.

    "Amazon.com has long supported a simplified nationwide approach that is evenhandedly applied and applicable to all but the smallest volume sellers," Paul Misener, Amazon's vice president of global public policy said in a recent letter to senators.

    On the other side, eBay has been rallying customers to oppose the bill.

    "I hope you agree that imposing unnecessary tax burdens on small online businesses is a bad idea," eBay president and CEO John Donahoe said in a letter to customers. "Join us in letting your Members of Congress know they should protect small online businesses, not potentially put them out of business."

    The bill is also opposed by senators from states that have no sales tax, including Sen. Max Baucus, D-Mont., and Sen. Kelly Ayotte, R-N.H.

    "Supporters of this online sales tax bill are trying to muscle it through before senators find out how disastrous it would be for businesses in their states," Ayotte said. "I will fight this power grab every step of the way to protect small online businesses in New Hampshire and across the nation."

    Baucus said the bill would require relatively small Internet retailers to comply with sales tax laws in thousands of jurisdictions.

    "This legislation doesn't help businesses expand and grow and hire more employees," Baucus said. "Instead, it forces small businesses to hire expensive lawyers and accountants to deal with the burdensome paperwork and added complexity of tax rules and filings across multiple states."

    But Sen. Dick Durbin, D-Ill., said the bill requires participating states to make it relatively easy for Internet retailers to comply. States must provide free computer software to help retailers calculate sales taxes, based on where shoppers live. States must also establish a single entity to receive Internet sales tax revenue, so retailers don't have to send them to individual counties or cities.

    "We're way beyond the quill pen and leger days," Durbin said. "Thanks to computers and thanks to software it is not that complex."

    Particular DNA changes linked with prostate cancer development and lethality

    Apr. 22, 2013 ? A new analysis has found that the loss or amplification of particular DNA regions contributes to the development of prostate cancer, and that patients with two of these DNA changes have a high likelihood of dying from the disease. Published early online in CANCER, a peer-reviewed journal of the American Cancer Society, the study provides valuable information on the genetics of prostate cancer and offers insights into which patients should be treated aggressively.

    Cells can become cancerous when they lose or amplify pieces of DNA containing important genes. Using a method that can detect these genetic changes in cells from prostate tumors from 125 patients, Jianfeng Xu, MD, DrPh, Director of the Center for Cancer Genomics at the Wake Forest School of Medicine in Winston-Salem, and his colleagues at Wake Forest, Brady Urological Institute of Johns Hopkins Medical Institutions, and Karolinska Institute of Sweden found that changes in 20 gene regions likely contribute to prostate cancer development.

    Four of these regions had not been reported before. Importantly, changes in seven of the 20 regions were linked with early death from prostate cancer. Also, patients whose cancer cells had a loss of the PTEN gene and an amplification of the MYC gene were more than 50 times as likely to die from prostate cancer than other patients who had similarly staged tumors and prostate-specific antigen levels at the time of diagnosis. Analyses of 333 tumors from additional patients confirmed the link between PTEN and MYC and prostate cancer lethality.

    In addition to providing new information about the genetic changes involved in the development and progression of prostate cancer, the findings may help guide doctors as they weigh different treatment options for patients with the disease. "For example, prostate cancer patients who have DNA copy number alterations at PTEN and MYC may not be appropriate candidates for active surveillance and should be treated intensively," explained Dr. Xu.

    Pup named Huckleberry crowned 'Beautiful Bulldog'

    DES MOINES, Iowa (AP) ? If at first you don't succeed, wipe the slobber off and try again.

    Just ask 4-year-old pup Huckleberry, who was crowned Monday as this year's "Beautiful Bulldog."

    Huckleberry competed for the title in 2010, only to walk away empty-pawed. That changed this year, when he strutted down a blue runway at Drake University in Des Moines dressed in a beige suit as the main character from the movie "Forrest Gump."

    "He's just a lover," said his owner, Stephanie Hein, as Huckleberry sat next to his miniature basketball toy and a suitcase similar to one owned by Forrest Gump.

    The contest is now in its 34th year and is held ahead of the annual Drake Relays track and field meet. The university's mascot is a bulldog, and each year's winner becomes the mascot for the relays event.

    Huckleberry beat 46 other bulldogs to don the crown and cape, and competition was stiff. There was a bulldog dressed as a "Thing" character by Dr. Seuss, another wore an eye patch and fake hoop earring to match his pirate-dressed owner. Diva, donning a tutu, took home the prize for best dressed.

    Huckleberry seemed unfazed by all the attention, more interested in a dog-friendly cake that's served annually from the gold-painted throne. He threw in a few slobbered kisses to his owners.

    When not competing, Huckleberry likes to cuddle and hang out with a girlfriend bulldog who lives nearby, according to Hein and her husband, Steven.

    Huckleberry wore a Mohawk when he initially competed in 2010. But Stephanie Hein spent weeks shrinking and sowing together this year's outfit, which included a blue-checkered T-Shirt similar to the one worn by Forrest Gump.

    "He was just a puppy then," she said of his first attempt. "But he's certainly grown into himself now."

    As 19-year-old Boston Marathon bombing suspect Dzhokhar Tsarnaev "clings to life," Israeli media revealed that two of the senior doctors treating Tsarnaev have abundant past experience treating victims of terror. That's because they're from Israel.

    Dr. Kevin (Ilan) Tabb, president and CEO of the Beth Israel Deaconess Medical Center in Boston told the Israeli website Ynet that?Tsarnaev is in stable condition but that because of wounds to his throat, he may never be able to speak again.

    Tabb received his medical degree at the Hebrew University in Jerusalem and is also a board member of Hadassah-Ein Kerem Hospital in Jerusalem. That background gave him a unique perspective in responding to Monday's terrorist attack.

    "Unfortunately, I have had a lot of experience with these types of injuries after years of treating people injured in terror attacks in Israel," Tabb said.

    Ynet reports:

    He told Ynet that the Boston Marathon attack resulted in "numerous leg injuries from the blasts, and there were many amputations as well. In Israel we are used to this and here they are not, but the hospital was prepared. Most of those who were seriously injured in the attack were sent to the three main trauma centers in Boston, including ours.

    "It was very similar to what I was used to in Israel in that we had to admit many injured people in a short period of time," Professor Tabb said. "The fact that we are treating both the victims and the suspected terrorist also reminds me of similar situations in Israel. In Israel we had an injured soldier and a terrorist lying on adjacent beds. When an injured person is admitted to the ER, the doctor or nurse treats him without asking questions."

    "We have a few Israeli doctors in the emergency room, and the director of the ER is also Israeli. But most of the physicians at the hospital are not Israeli, and they functioned exceptionally well," Tabb added.

    Dr. Daniel Talmor, the Israeli physician who heads the ER at Beth Israel Deaconess Medical Center tells Israel Army Radio that Tsarnaev has "serious injuries, but I believe he will live."

    Police asked the medical staff not to offer further details on the specifics of the medical treatment being provided to the suspect, who Talmor says is in isolation with "very, very tight security."

    He gave kudos to the staff's professionalism while treating the suspect authorities believe to be behind Monday's atrocity.

    Talmor said in the interview Sunday morning, "The staff is very professional. Just like it responded professionally to the wounded on Monday, it responded professionally to [the arrival of] both of the terrorists. We admitted both of them... the main feeling of the staff is a feeling of closure that they were able to capture the terrorist and to arrest him. The people are treating him like any seriously injured patient, professionally, exactly like Israeli doctors, Israeli [hospital] staff treat all the injured who arrive."

    Talmor worked in Israel during the 1990s and treated victims of Palestinian terror attacks then that killed and maimed civilians.

    "The feeling is always that Israel is home, especially in days like today," he said.

    "The subject of a mass terrorist act is something we practice a lot. I think one of the reasons for the good treatment the patients received on Monday is because we were already trained for a mass terrorist act at the marathon. Like in every year, tens or hundreds of people arrive who get dehydrated or faint at the marathon..." Talmor added.

    This year, instead of treating those who were dehydrated, doctors at the medical center treated the seriously wounded.

    Former U.S. Ambassador to Israel Martin Indyk also noted the similarity of Monday's scene with Israel's experience with Palestinian suicide bombings.

    While on a visit to Israel this weekend, he told Israel Channel 2, "It's strange that I'm here...and now it's happening back home."

    "Israel is usually Ground Zero for terrorism" he said.

    "Home grown terrorism is a very scary thing...to imagine that they are in our beds," he added, according to the Jerusalem Post.

    Israeli Ambassador to the U.S. Michael Oren described the shared U.S.-Israeli experience of being in the crosshairs of terrorists:

    "The people of Boston, who on the day of the bombing were celebrating liberty's birthday, will not submit. Our experience in Israel has taught us that communities and caregivers, police and security forces, elected leaders and volunteers can unite at such times and block the terrorists from achieving their objectives," Amb. Oren wrote on CNN.com.

    "While taking all possible measures to prevent further loss of life, we adamantly refuse to forfeit our way of life," Oren added.
